CALL TO ORDER – 6:00 p.m.

President Kirk Cohagan called the meeting to order at 6:00 p.m.

APPROVAL OF AMENDED AGENDA – 6:00 p.m.-Bus routes added

Kirk Newland moved, seconded by Shannon Smith to approve the amended agenda. Motion carried 6-0.

CONSENT AGENDA – 6:00 p.m.

  1. Approval of minutes of previous meeting (June 19, 2018)

  2. Approval of bills

  3. OPAA report

  4. FBG report

Kathy Yearns moved, seconded by Shannon Smith to approve the minutes of the June 19, 2018 meeting. Motion carried 6-0.

Kirk Newland moved, seconded by Kathy Yearns to approve all bills except check #36229. Motion carried 6-0.

Kathy Yearns moved, seconded by Kirk Newland to approve bill #36229. Motion carried 5-0-1.

FINANCIAL REPORT – 6:02 p.m.

Total revenue is $668,338 and total expenses are $1,097,975 for the month of June 2018.

Shannon Smith moved, seconded by Kathy Yearns to approve the financial report. Motion carried 6-0.

PUBLIC COMMENT TIME – 6:05 p.m. - none

OLD BUSINESS – 6:05 p.m.

a. Field trip discussion

Building principals will work with the transportation director on scheduling field trips.

b. Resolution calling a special election on a General Obligation Bond

Kathy Yearns moved, seconded by Shannon Smith to approve the Resolution calling a special election on a General Obligation Bond for November 6, 2018. Motion carried 6-0.

c. Homecoming parade

Kristi Groseclose moved, seconded by Kathy Yearns to have the homecoming parade in Queen City. The parade this year will be on September 21st at 2:30 p.m. with school dismissing at 1:00 p.m. for high school and 1:05 p.m. for elementary. Motion carried 6-0.

NEW BUSINESS – 6:10 p.m.

a. Schuyler R-1 authorized representative, director, and coordinator list.

Kathy Yearns moved, seconded by Kristi Groseclose to approve the authorized representative, director, and coordinator list as presented. Motion carried 6-0.

b. Substitutes for 2018-2019

Kristi Groseclose moved, seconded by Kathy Yearns to approve the substitute list for the 2018-2019 school year. Motion carried 6-0.

c. Policy 4710, Certified staff resignation

Kristi Groseclose moved, seconded by Kirk Newland to approve Policy 4710. Motion carried 6-0.

d. Policy & regulation 0342-Organization, Philosophy & Goals

Kathy Yearns moved, seconded by Kirk Newland to approve policy & regulation 0342. Motion carried 6-0.

e. Little League agreement

Kristi Groseclose moved, seconded by Kathy Yearns to approve the agreement with Little League. Motion carried 5-0-1.

f. Bus cameras

Kristi Groseclose moved, seconded by Kathy Yearns to approve the utilization of the Small Rural Schools Grant for 12 bus cameras from Source Inc. Wireless Solutions in the amount of $17,278. Motion carried 6-0.

g. Telephone system and upgrade

Kristi Groseclose moved, seconded by Kirk Newland to approve the service agreement for a new school telephone system upgrade from Crexendo with the initial amount of $3,044.75. Motion carried 6-0.

h. Bus routes

Bus stop locations were discussed.

Kathy Yearns moved, seconded by Kristi Groseclose to go into executive session as provided in Rs.Mo.610.021 (3, 13) (Personnel Issues) and 610.021 (6, 14) (Student Issues). Motion carried 6-0 by roll call vote: Kirk Newland – yes; Shannon Smith – yes; Kristi Groseclose – yes; Nakila Blessing – yes; Kathy Yearns – yes; and Kirk Cohagan – yes.

RETURN TO REGULAR SESSION – 9:07 p.m.

Parking during events was discussed.

ADJOURNMENT – 9:14 p.m.
