CALL TO ORDER – 6:00 p.m.

President Kirk Cohagan called the meeting to order at 6:00 p.m.



Kirk Newland moved, seconded by Shannon Smith to approve the agenda.  Motion carried 6-0.

Jennifer Pantry moved, seconded by Kirk Newland to approve the minutes of the previous meeting.  Motion carried 6-0.

FINANCIAL REPORT – 6:09 p.m. – Melissa Tennyson

Total revenue is $1,705,253 and total expenses are $461,836 for the month of January, 2019.                                                                                                                    Kirk Newland moved, seconded by Nakila Blessing to approve the financial report.  Motion carried 6-0.

a.  Summer School

Shannnon Smith moved, seconded by Kristi Groseclose to approve summer school for 2019.  Motion carried 6-0.

Jennifer Pantry moved, seconded by Nakila Blessing to approve Zachary Gaines, Riley Vonder Haar, Shelly Huck, and Sarah Keller as classroom substitutes.  Motion carried 6-0.


c.  EBA operating agreement

Shannon Smith moved, seconded by Nakila Blessing to approve the EBA Operating Agreement.  Motion carried 6-0.


d.  Health insurance plans

Health insurance plans were discussed.  Motion to approve will be made in March.


e.  2019-2020 salary schedule proposals

Tabled until March


f.  Amend 2018-2019 school calendar

Jennifer Pantry moved, seconded by Shannon Smith to amend the 2018-19 school calendar to add March 4 & 11, April 29, May 6, 13, & 20 as make up days to be implemented in this order as necessary.  Motion carried 6-0.


Kirk Newland moved, seconded by Nakila Blessing to amend the 2018-19 school calendar to show April 19, 2019 as an early dismissal at 1:00 p.m.  Motion carried 6-0.


Shannon Smith moved, seconded by Kirk Newland to amend the 2018-19 school calendar to show May 24, 2019 as a Professional Development meeting after the early dismissal.  Motion carried 6-0.


g.  2019-2020 school calendar

There will be a calendar hearing at the March meeting to approve the 2019-2020 school calendar.


h.  Approval of resignation

Kristi Groseclose moved, seconded by Kirk Newland to accept the resignation of KATIE HARRIS.  Motion carried 6-0.


i.  The next regular board meeting will be March 20, 2019 at 6:00 p.m.

● Our students and families surpassed our goal of $500 for the Kids Heart

Challenge fundraiser for the American Heart Association.

● The Mini Rams cheer and dance performances were on February 9th. The little

performers did a wonderful job!

● Mr. Koser has been having 5th/6th grade Campus Bowl practices. 14 students

are participating!

● We have averaged 33 students each night at tutoring. We have had to cancel

several days due to inclement weather.

● The RAMS Student Leaders are making fleece, no sew blankets for Project

Linus. “At Project Linus, a non-profit organization, we provide homemade

blankets to children in need. Our blankets are lovingly made by adults and

children from all walks of life and many different sources.”



  • Enrollment numbers:   Junior/Senior High 244
  • Attendance for January:   93.86%  
  • Thank you to all the referee and workers that helped in the Booster Club basketball league.  We played four Saturdays through the months of December, January, and February.  We had over 50 teams participate this season.  PTO and the Schuyler League purchased new backboards in the Multi-Purpose gym. We also purchased a new score clock to go in the gym.  The rest of the profits will be donated to finish the football fieldhouse. 
  • Schuyler County had zero fatalities in Missouri’s Northeast region for the second year in a row.  Schuyler was presented an award from the Northeast Coalition for Roadway Safety during Knox County game. 
  • FCCLA dance was held February 9th.  The dance was well attended by 73 students and guests.  Everybody had a great time.  FCCLA week was celebrated Feb. 12th – 15th.  Dress up days included Squad Day, Red for Valentine Day, and Music Day.  Wednesday and Thursday students also participated in Ms. And Mr. Irresistible.  They boy and the girls who had the most hearts at the end of the day won a prize.
  • 2018 Fall Softball receives Academic All-State.  As a team we had a 3.6 GPA.  Individual honors went to Rachel Eggers, Dystine Priebe, Tierney Lonberger, Allison Engle, Chloe Buckallew, Marissa Buckallew, Kelsey Cohagan, Emma Clifford and Kristen Ward.
  • Kirksville area Technical Center traveled to Mexico and Moberly to compete in the District Competition in Skilled Events.  The following were recognized in their events and were notified if they will be competing at the State Level in April at State Technical College in Linn Mo.

SPECIAL SERVICES DIRECTOR – Raven Weaver – 7:16 p.m.  

  • The Early Childhood Special Education teachers continue to organize services with First Steps of Northeast Missouri.   We currently work with Sherry Slaughter (Intake/Service Coordinator, Region 3 – First Steps of Northeast Missouri) to coordinate services for students as they turn 3 years old and transition into our school.  
  • The Special Education staff continues the planning for professional development to maintain compliance and improve outcomes for students with disabilities.
  • Early Childhood Special Education Preschool Program Evaluations



Superintendent Amen discussed the windfarms and electrical issues at the High School.



Kirk Newland moved, seconded by Kristi Groseclose to go into executive session as provided in Rs.Mo.610.021 (3, 13)  (Personnel Issues) and 610.021 (6, 14) (Student Issues).  Motion carried 6-0 by roll call vote:  Kirk Newland – yes; Shannon Smith – yes; Jennifer Pantry – yes; Kristi Groseclose - yes; Nakila Blessing - yes; and Kirk Cohagan – yes.
